  • Prof. Raphael specializes in Human Rights and International Criminal Law. He holds a BA in Philosophy and JD (University of the Philippines), a Diploma in Humanitarian Law (American University), a LL.M. in International Law (Cambridge), and a M.St. in Human Rights (Oxford). His research has earned the Bacungan Prize for Freedom of Expression, the Academy of Human Rights & Humanitarian Law Essay Prize, the Chief Justice Panganiban Dissertation Award, and the Oxford-Morris Dissertation Prize in Human Rights.

    Raphael’s career path bridges academia with advocacy. He was awarded the Bonavero Human Rights Fellowship through which he advocated for the rights of Filipino migrant workers on death row in the MENA region. Raphael likewise represents victims of extrajudicial killings and gender-based violence as a Fellow for the Center for International Law of the Philippines, and serves as a Legal Advisor to the UNODC and UNOHCHR. He is the Associate Dean and Assistant Professor at JGLS and serves as a Visiting Scholar at Harvard Law School. Raphael has published widely on his fields of expertise with Brill | Nijhoff, the Cambridge University Press, the Oxford University Press, and through his weekly column with the Philippine Daily Inquirer.
